We ask potential suppliers many searching questions about their sustainable development policies, in terms of equipment energy consumption (both power usage and cooling) and the long-term sustainability of their products and systems: Are the products recyclable? Alcatel-Lucent was selected as the supplier for our WAN data switches because their solution met our performance and value criteria. &lt;h3&gt;Green IT saves power, increases efficiency&lt;/h3&gt;
&lt;p&gt;As leaders in sustainable development strategies for industry, smart telco solutions that help reduce our carbon footprint are extremely important to us. Our core waste collection and recycling business relies on vehicles. One solution we’re trialing is the use of mobile data applications that enable what we call “geolocalization.” The solution uses mobile data applications that allow drivers to modify their route planning in real time, in response to customer requirements or traffic issues.&lt;/p&gt;
&lt;p&gt;Also many of our waste collection agencies are busy at certain times of the day, such as the morning, and less busy at other times of the day. We were impressed by the savings available from Alcatel-Lucent’s Dynamic Power Save (DPS) technology, which puts equipment into power-saving mode when data traffic is light. DPS offers substantial cost savings when traffic is lower and because of the monitoring techniques, power savings are also available during busy times. &lt;/p&gt;

When we talk about ACPs, we are talking about application developers and content providers. But in terms of developing applications, ACPs and network providers (NPs) have historically worked independently of one another. As a result, applications have included little value from the network. Going forward, stronger collaboration must exist as video, voice and data converge and demand for new bandwidth-hungry applications increases. A new relationship between ACPs and NPs will create a win/win as value from the network is passed to applications to ensure the end-user experience does not suffer. &lt;/p&gt;

&lt;p&gt;It is critical that providers explore new ways to collaborate. They need to address new business and technical requirements. And, compensation for players needs to be aligned with the investments required for innovation. &lt;/p&gt;
&lt;p&gt;We know that NPs are in a position to speed innovation by exposing network capabilities — in a managed and controlled way — to their own internal service innovation teams, trusted partners and other external ACPs or developers. We were keen to understand the value and relevance ACPs place on certain network capabilities that could foster the development of innovative applications and improve the end-user experience. We wanted to validate that there was a greater business opportunity for ACPs and NPs by working collaboratively.

&lt;p&gt;Between April and June 2009, we embarked on a study and talked to representatives from approximately 35 global ACPs to understand how players in the value chain could collaborate to combine the trusted capabilities from the network with the speed of innovation from the Web. &lt;p&gt;As operators begin to deploy Long Term Evolution (LTE) and WiMAX, they face uncertain economic conditions along with necessary deployment costs. For example, Verizon Wireless has spent US $9.36 billion (€6.7 billion) on 4G spectrum. &lt;a href="http://www.abiresearch.com/home.jsp" target="_blank"&gt;ABI Research&lt;/a&gt; projects that an undertaking of this magnitude will need a further investment of US $20 billion (€14.4 billion) to fully deploy LTE. &lt;/p&gt;
&lt;p&gt;LTE’s all-IP core and self-optimized radio access network will significantly reduce operating costs. However, business cases are built on revenue not cost savings. Companies must have a clear business case showing a high probability of recouping investments. This is why operators are focused on new revenue streams. &lt;/p&gt;
&lt;p&gt;Delivering new services quickly will require collaboration across an entire ecosystem. Operators are turning to vendor partners and members of the mobile value chain to assist in developing new services. Innovation will be key to growing revenue and increasing market share.

&lt;p&gt;Is this a new concept? Not really, but what is new is the chance for industries across the value chain to collaborate and create real end-user value.&lt;/p&gt;
&lt;p&gt;For example, the &lt;a href="http://www.etcenter.org/" target="_blank"&gt;Entertainment Technology Center@USC&lt;/a&gt; brings together entertainment, consumer electronics, technology, and services industries to undertake research and discuss topics focused on the creation, distribution, and consumption of entertainment. One of their efforts, the 3D Consumer Experience Project, brings together creative industries with product and service providers to develop ways to effectively deliver the 3D movie experience in other environments, such as in the home or on personal devices.&lt;/p&gt;
&lt;p&gt;Another ecosystem initiative is the &lt;a href="http://www.decellc.com/" target="_blank"&gt;Digital Entertainment Content Ecosystem LLC&lt;/a&gt;. This group of 20 companies has come together with a mandate to define and build a new standards-based digital media framework. DECE LLC’s goal is to address digital rights management in such a way that enables consumers to purchase digital content once and use it across a wide range of services and devices. &lt;/p&gt;
&lt;p&gt;These ecosystems are creating environments for members to come together to address consumer issues and expand business opportunities.&lt;/p&gt;
&lt;p&gt;Now is the perfect time to create business environments that support cooperative and collaborative innovation, especially when you consider the fact that Long Term Evolution (LTE) technology is on our doorstep. 4G and LTE offer standards that maximize mobile bandwidth and fuel a new generation of application enablement, but only if those applications can be supported effectively across the whole digital media value chain.

We call this collection of resources the Convergence Innovation Platform (CIP), part of our Georgia Tech Research Network Operations Center (GT-RNOC). &lt;/p&gt;
&lt;p&gt;Along with academic and business partners, we are leading the way — exploring, creating and nurturing what’s next. Ubiquitous wireless connection is a critical piece of the CIP initiative. It is critical because all-IP enablers such as 4G/LTE can multiply value in next-generation converged applications.

During the preparation for the games, our first cellular wireless carrier partnership was established. Our partnership with AT&amp;T (formerly Bellsouth Mobility, then Cingular Wireless) has been ongoing since 1994. In 2006, the partnership adopted the CIP as a key, new component. &lt;p&gt;According to Pyramid Research, based in Cambridge, Massachusetts, LTE subscriptions will reach 136 million by 2014, growing faster than any previous mobile standard to date. Subscriptions in the early stage will come from developed markets, such as Japan and the U.S., but China will lead in emerging markets, which will grow 30% faster than developed ones. (See Figure) &lt;sup&gt;[&lt;a href="#footnotes"&gt;1&lt;/a&gt;]&lt;/sup&gt;&lt;/p&gt;
&lt;p&gt;When end users move to wireless broadband, what types of applications will people use? How will they use them? What will they expect from the applications? And how much will they pay for contracts, plans, advertising and monthly fees?&lt;/p&gt;
&lt;p&gt;To help mobile operators understand end-user expectations, the Alcatel-Lucent Market Advantage and Americas Marketing research teams are undertaking an extensive enterprise and consumer study to reveal end-user demand and willingness to pay for LTE-enabled applications.

&lt;p&gt;Alcatel-Lucent is conducting LTE market research in Europe, Japan and North America. The ongoing study, which began in November 2008, enlists thousands of respondents, and is being conducted in two phases.&lt;/p&gt;
&lt;p&gt;In the first phase, respondents looked at descriptions of LTE-enabled applications and identified those most appealing for leisure and business activities. They offered detailed information on the quality of service expected from 4G as well as ideas for new or improved applications.&lt;/p&gt;

As the first mobile standard developed to specifically carry data, LTE can reduce the cost of managing traffic surges on the network. Further, LTE networks will offer superior performance – higher peak rates for downloads and uploads and lower latency. This will allow service providers to:&lt;/p&gt;

&lt;li&gt;Offer faster data rates&lt;/li&gt;
&lt;li&gt;Deliver higher traffic allowances&lt;/li&gt;

A recent Alcatel-Lucent study of North American wireless network traffic (data only, no voice or VoIP) showed that, during a busy hour on one day, Web browsing consumed 33% of data-related airtime but 69% of bandwidth, while email used 30% of data airtime but only 4% of bandwidth (see Figure). &lt;sup&gt;[&lt;a href="#footnotes"&gt;1&lt;/a&gt;]&lt;/sup&gt;&lt;/p&gt;

&lt;li&gt;Third-party services and applications providers&lt;/li&gt;

&lt;h3&gt;What is QoS and who cares? &lt;/h3&gt;
&lt;p&gt;QoS refers to a broad set of capabilities and parameters for controlling:&lt;/p&gt;
&lt;ul class="list"&gt;
&lt;li&gt;Upstream &amp; downstream bandwidth – the amount of communication pipe capacity allocated or allowed&lt;/li&gt;
&lt;li&gt;Latency and jitter – consistent response times crucial to a smooth real-time experience &lt;/li&gt;
&lt;li&gt;Service quality – information loss, service responsivity and continuity &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;It provides the quality that we, as users, experience with MP3s or DVDs and that we want to have on the Web.

&lt;p&gt;Historically, QoS has not been a priority for the Internet and traffic has been treated as “best effort.” Services like email and downloaded audio and video traditionally have not required real-time delivery. This means that pipe size, packet flow, packet loss, service consistency and delay were unspecified or unenforced. Even though the need for QoS for real-time communications and interactive or streaming video services has long been recognized – since the beginnings of network design, in fact – no simple way to effectively implement it for HSI traffic has been available. &lt;/p&gt;
&lt;p&gt;Nearly all information today is digitized and transported via streams contained in IP data packets. A network with QoS prioritizes the path and amount of bandwidth allocated to each set of packets. It also executes rules for processing and allocating packets to these quality-assured paths. Real-time applications like voice calls and video streaming require that everything must arrive. It must also be there at the right time and in the right order. &lt;/p&gt;
